About Us
The Finance Office is located at city hall, at 900 Waterford Place, Kingston, TN. Office hours are 8 a.m. to 4:30 p.m. Phone 865-376-6584.
The functions of the Finance Office include water billings and collections, property taxes and collections, business licenses, payroll for all departments of the City, the City Records of all the Council meetings, and various daily functions.
If you need to pay your water bill, city taxes or obtain a new business license, you may do so at our office.
We also have available zoning maps and zoning code information available.
There are five full-time employees in the City Office, who are certified through the State of Tennessee and trained and do an excellent job of customer service for the city and the water department. Michelle Kelley is the Finance Director. Marsha Marshall is the City Clerk, as well as a State Certified Municipal Clerk and Purchasing Agent. Kari Townsend is Senior Utility Clerk. Emilye Guge is the Human Resource Director and Haley Brown serves as a Customer Service Clerk.
A Word From Our Director
The Comptroller of the Treasury of the State of Tennessee requires that annual audits are performed and must conform to the highest standards established by the United States Government Accountability Office for our City Finance Department.
An annual budget must be approved by Ordinance of the City Council and approved by the State Comptroller’s Office. The budget gives the Management the authority to make expenditures for the continued operation of the City. These are available for inspection in the office.
For the convenience of our customers, the drive-thru window at First Horizon is a bill payment option for water bills. We also have an ACH Bank Draft option for bill payments.
Our goal is to continue to provide the lowest tax rate and the lowest water/sewer rates possible to maintain the best service possible to the residents of the City of Kingston.
